Report the order that workflows were requested against the order they started.
Synopsis
Compares the order in which workflows were requested with the order in which they started, and writes a report to disk: an order table, a scatter plot, and a gantt chart - plus a manifest explaining how to read them.
Requested order comes from the workflow ID, which is a time-ordered UUIDv7. Workflows created before this version of ICM carry a random ID, so their order cannot be recovered: they are excluded from the report and counted in the manifest.
Scope: the report reads the workflow's start time, which is when ICM accepted the workflow, not when the rate limiter granted it a slot. A workflow that waited a long time for a slot looks the same here as one that did not, so this does not show whether slots were handed out first come, first served, and the gantt bars span accepted-to-finished rather than the copy itself. Exposing the slot grant time (which is what that question needs) is planned in future work.
